This is an interesting piece. Amanda Ruzzano wants to put a pond in the front of her home. The commission agrees to rent the city owned swale area in front of her house for $1/year for 10 years. The commissions only asks in return that the homeowner insures the swale.
Now that the homeowner is unable to provide insurance. The city in turn considered abandoning the property. But after a bit discussion it was discovered that an abandonment of this property can only be done by the county. From here the commission decided to make an motion to urge the county commission to abandon this propery.
